Digitization and ICT strategy for the Embrach municipal administration

Embrach is mastering the challenges of modern administration with a clear digitalization and ICT strategy.

The Embrach municipal administration in the district of Bülach (ZH), with almost 100 digital workstations at 16 locations and around 10,000 residents, was facing increasing challenges. The applications and devices were becoming increasingly feature-rich, the demand for IT services and mobile working was growing strongly, and there was an expansion of online service offerings. At the same time, there was a need for regulation on security issues, particularly in relation to cloud and community data, and security risks were increasing. Prioritization and effective use of IT resources were therefore necessary.

To meet these challenges, the municipality worked with atrete to develop a viable digitalization and ICT strategy. The process was deliberately iterative: Requirements, strengths and weaknesses were first analysed in several workshops, then evaluated and prioritized. Building on this, the core team from the administration, municipal council and IT developed concrete scenarios and defined the strategic guidelines for the coming years.

The result was a comprehensive strategy that not only sets out a clear direction, but also contains specific, prioritized measures. The first steps were implemented within the following two months - based on a detailed actual/target analysis of the architecture, services and structural and process organization. The municipality now has a reliable roadmap that takes into account both short-term improvements and long-term developments.
