IT Sourcing Transformation at blpk

A clear sourcing strategy for greater transparency, efficiency, and future-proofing.

The Basel-Landschaft Pension Fund (blpk) is a pension fund governed by public law and headquartered in Liestal. It administers occupational pension plans for the canton of Basel-Landschaft as well as numerous other affiliated employers and pension funds, making it one of the region’s leading pension funds.

The starting point for the transformation was an IT infrastructure that had evolved over time and was operated primarily on-site in Liestal. This raised the question for blpk of how IT service delivery could be made more cost-effective, transparent, and future-proof in the long term—without jeopardizing the stability of day-to-day operations.

Working with atrete, blpk first developed a clear IT strategy. This involved analyzing the existing IT setup, defining a viable target vision, and laying the groundwork for a modern sourcing and service model. The focus was on standardization, clear lines of responsibility, transparent cost structures, and an IT architecture that better supports future digitalization initiatives and takes data protection requirements into account.

On this basis, a structured request for proposals (RFP) was conducted to evaluate a new full-service provider. atrete supported blpk throughout the process—from drafting the RFP documents and defining the evaluation criteria and weightings to communicating with bidders, reviewing proposals, and preparing a transparent overall comparison, including pricing. This enabled the proposals to be compared on a sound professional, technical, and commercial basis, and economically attractive solutions to be identified.

The result is an integrated, service-based operating model with clearly defined responsibilities, greater standardization, and significantly improved cost transparency. In this way, blpk lays the groundwork for a substantial and sustainable reduction in operating costs—while simultaneously providing greater flexibility, improved manageability, and future-proof IT service delivery.

The blpk thus has a solid foundation for modern, cost-effective, and sustainable IT operations. At the same time, the new operating model strengthens the organization’s ability to implement further digitalization projects in a targeted and controlled manner.
